The Procurement Gate

Law sets the floor and arrives late, so the real work of technology ethics happens in a meeting room before anything is switched on. You are on the review committee. The seven questions are the chapter’s procurement table. The tier logic follows the EU AI Act as in force from 1 August 2024, with prohibitions applying from 2 February 2025; high-risk duties have already slipped — a 2026 simplification package moved stand-alone high-risk systems to 2 December 2027.
